Right now, in Contra Costa County, we face a major problem relating to the serious physical abuse of special education students in some public schools and school programs.
Severely autistic and developmentally disabled students often cannot talk at all. Thus, they are perfect victims for predators.
A lot of lawsuits have been filed relating to the small percentage of incidents which could be proven in a court of law, but the problem persists with most of the cases of abuse going unreported and often unknown.
The problem has been reported to the County Board of Education by many people (teachers, staff, parents). It has done nothing about it. The Grand Jury report on this problem, number 6011, will hopefully inspire action by our elected officials, especially if we all speak out and contact them demanding action.
Only public awareness of the problem will inspire our elected county education leaders to do anything about it. This panel is important. Please do attend and help.

Alicia Coleman Clark
Alicia Coleman-Clark is an author, and an Education and Special Education Advocate with extensive experience and expertise in mediation/conflict resolution and communication.
Tiffany has a business called Partners In Education Advocacy. She also contracts with a law group. They represent abused students as well as teachers who have been wrongfully discharged. She is a member of the State Council for Disabilities.
Member of the 2015-2016 Civil Grand Jury in Contra Costa County. Noted speaker, pilot (he was Ronald Reagan’s Pilot), gun instructor, and recipient in 2016 of The FAA’s prestigious Charles Taylor “Master Mechanic” award. Mr. Friedman can clarify and explain the provisions of Grand Jury report 1611 since he was the lead member of The Grand Jury on the investigation, gathering of testimony, and final preparation of that report.
